3 Seas Initiative

As Western Europe underwent expansive development during the second half of the twentieth century, Eastern Europe did not benefit from such progressive transformation. Countries along the Baltic, Black, and Adriatic Seas experienced decades of economic stagnation, remaining largely isolated, caught behind the Iron Curtain, while the western half of the continent built “linked roads and railways, power lines, and oil and gas pipelines.”

In a game of delayed catch-up, twelve Central and Eastern European countries, all E.U. members, have come together to amplify strategic infrastructure development across the region, seeking to create a system of unity that is meant to “complement” rather than “compete” with the European Union — in effect, completing the job of interconnecting the continent that was stifled by Cold War relations.

With these issues in mind, Latvian Secretary of State Andris Pelšs and Latvian Ambassador to the United States Māris Selga will discuss how their country is supporting regional economic and security integration across the Three Seas area, while simultaneously fostering strengthened transatlantic relations through cooperation with the U.S.

Secretary of State Andris Pelšs holds his title with the Republic of Latvia. His professional experience in diplomacy dates back to 1998, when he first joined the Latvian Ministry of Foreign Affairs as a security policy attaché. Over the following two decades, Secretary Pelšs has represented Latvia as a representative to NATO and the E.U., in addition to roles in various divisions of the Latvian Ministry of Foreign Affairs. Secretary Pelšs holds a bachelor’s degree in political science from Truman State University, a master’s degree in political science from the University of Latvia, and an M.B.A. from Moorhead State University.

Ambassador Māris Selga has served as ambassador of the Republic of Latvia to the U.S. since 2019. Ambassador Selga’s nearly three-decade career in foreign service has led him to previous postings as ambassador to China, Egypt, Jordan, and the U.A.E. He has also held several positions within the Ministry of Foreign Affairs as counselor for security issues and head of the Americas’ Division, among other roles. Ambassador Selga holds a degree from the Faculty of History and Philosophy at the University of Latvia.
