At campaign rallies across the nation, Donald Trump used his firebrand “America First” rallying cry to whip up the crowds and win voters. He carried it through his presidential inaugural address, speeches before the United Nations and Asia-Pacific Economic Cooperation summit and continues to do so in tweets and speeches.

The President has made “America First” the backbone of his foreign policy—and more recently, of his National Security Strategy. For the first time, American strategy recognizes that economic security is national security,” Trump told the nation when he unveiled his new plan last December. “Economic vitality, growth and prosperity at home is absolutely necessary for American power and influence abroad.”

Benn Steil, international director of economics at the Council on Foreign Relations, notes Trump’s focus on “re-negotiating bad deals” sums up a stark difference between this administration's definition of “America First” and the way the nation’s needs were defined in the aftermath of World War II.

In his latest book—The Marshall Plan: Dawn of the Cold War—Steil illuminates the strategic cooperation to repair the physical and economic destruction that paralyzed Western Europe for years after Germany’s surrender. Under President Harry Truman’s guidance, the U.S. championed the establishment of the United Nations, International Monetary Fund, World Bank, General Agreement on Tarifs and Trade, and North Atlantic Treaty Organization. Just as importantly, it instituted the Marshall Plan—a foreign aid package that delivered healing and prosperity for not only the United States, but Western Europe as well.

Join us as Steil offers a lively and astute account of a very different take on “America First” during this special World Affairs Program.
