Michael O’Hanlon - Strategic Reassurance and Strategic Resolve in the U.S.-China Relationship
Senior Fellow, Center for 21st Century Security and Intelligence, Brookings Institution

Friday, April 11, 2014 12:00 PM - 1:00 PM

Michael O’Hanlon

What is the future of the relationship between the two superpowers -- the United States and China? Confrontation or cooperation?

The question is asked and answers are provided in the latest book by the Council's April 11 guest speaker Michael E. O'Hanlon. The book, scheduled for publication in May, is titled Strategic Reassurance and Resolve: U.S.-China Relations in the Twenty-First Century.

Dr. O'Hanlon and co-author James Steinberg suggest that some experts in U.S.-Sino relationships see rivalry leading to conflict. But, optimistically, they also report that many veteran observers see economic "interdependence" providing a pathway to collaboration rather than conflict.

According to an Amazon.com review, the authors present policies that, if adopted, could avoid any sort of armed conflict while allowing both nations to prosper and maintain shared interest and commitments to allies.

Dr. O'Hanlon is author of many books, including Healing the Wounded Giant: Maintaining Military Preeminence while Cutting the Defense Budget (Brookings Institution Press 2013). In addition to being director of research for the Foreign Policy program at the Brookings Institution, he is a senior fellow with the Center for 21st Century Security and Intelligence. He is also a member of the External Advisory Board at the Central Intelligence Agency. Holder of a Bachelor and Master's degrees from Princeton, he is a Ph.D. from Princeton in public and international affairs. And he was a Peace Corps volunteer in Congo/Kinshasa from 1982 to 1984.

On YouTube, you can see and hear Dr. O'Hanlon discuss the U.S.-China relationship in 2012 -- as he was beginning to work on the book he'll discuss at the Council meeting. (The author's introduction lasts about 2:30 and then Dr. O'Hanlon begins an entertaining and engaging discussion.)
