Bill White: America’s Fiscal Constitution: Its Triumph and Collapse

An understatement would be describing the American federal budget as a "challenge." It is much more than that. For example, in his new book, America's Fiscal Constitution: Its Triumph and Collapse, former Houston mayor and Democratic gubernatorial candidate Bill White includes this startling passage about military spending:

"President Truman himself fought incessantly against Pentagon demands for even higher military spending, more than Congress would support with taxes. Budget fights with military leaders took their toll on Truman's subordinates caught in the bitter crossfire. The conflict drove the nation's first secretary of defense to depression and eventual suicide in 1949, and forced another proponent of spending restraint, retired General Dwight Eisenhower, to take an extended medical break."

That passage addresses conflicts more than a half-century old, but White also takes time in his book to blast the George W. Bush administration for its handling of war expenses and taxation. The Kirkus review of White's book reads, "Writing in vigorous, plain English, the author turns a few falsehoods on their heads while making his argument—e.g., Franklin Roosevelt did not sink the nation into debt through federal spending in the Depression; the Social Security trust is sound; it would not harm the economy to balance the budget."

White, a lawyer and chairman of the financial management firm Lazard Houston, describes himself as a fiscal conservative. He served as U.S. Deputy Secretary of Energy from 1993 to 1995 in the Clinton Administration and is a member of the Council on Foreign Relations. His civic involvement in Houston -- from fitness to fiscal -- is legendary. He served three terms as the city's mayor.
