Former Solicitor General for the State of Texas, he was named one of "25 Greatest Texas Lawyers of the Past Quarter-Century" by Texas Lawyer magazine. In addition to teaching U.S. Supreme Court Litigation at the University of Texas School of Law, he also served as law clerk to Chief Justice William Rehnquist and was the first Hispanic to clerk for a Chief Justice.
