The second entry in the Council's 2015 series Strengthening the Partnership: Mexico & Texas reaches into the papa caliente - hot potato! - categorywith a program titled "Political Issues in Texas/Mexico Relations: Immigration and Security."

For this special examination of these sensitive issues that challenge and perplex the international neighbors, the Council turned to two people with authoritative vantage points and experience in studying migration and international relations.

Both panelists have extensive experience in education and international relationships.

His Excellency Enrique Berruga

Enrique Berruga was Permanent Representative of Mexico to the United Nations (2003-2007). An author and former Fulbright Scholar, Ambassador Berrugaalso served as Executive Director of the Mexican Institute of International Cooperation and Director General of International Relations at the Mexican Ministry of Education.

Dr. Jorge Santibáñez Romellón

Dr. Jorge Santibanez is a professor at El Colegio de laFrontera Norte in Tijuana. He also has served as president of the Mexican Association for Population Studies and is a member of the Mexican Council on International Issues, a part of the Ministry of Foreign Relations' Inter-secretarial Commission for International Migration Negotiations. He also has been a member of the Citizens Advisory Council on Population Policy and is member of the U.S-Mexico Study Group on Migration.
