Jennifer Harris - Geoeconomics and Statecraft

Merriam-Webster’s dictionary says the term “statecraft” was first used in 1642 and is defined as “the art or skill of conducting government affairs.”

And that brings us to the 21st century and a consideration of whether “statecraft” is more influential in today’s geoeconomics than military power, especially in United States policy.

The topic “Geoeconomics and Statecraft” will be examined in a Council program on May 3, by Jennifer M. Harris, Senior Fellow at the Council on Foreign Relations. She is the author of War by Other Means: Geoeconomics and Statecraft with CFR colleague Robert Blackwill, former U.S. ambassador to India and U.S. national Security Council Deputy for Iraq (2003-2004).

War by Other Means explores how, according to its summary, “nations increasingly carry out geopolitical combat through economic means. Policies governing everything from trade and investment to energy and exchange rates are wielded as tools to win diplomatic allies, punish adversaries, and coerce those in between.”

Before joining the Council, Harris held a position on the policy planning staff at the U.S. Department of State.
