What is the Influence of Non-State Actors?

In world with shifting realities, the term “non-state actors” can be chilling.

For the 2017 International Perspective Series, the Council’s April 4 speaker is veteran international affairs analyst and scholar Harold Trinkunas who will focus on “Power Without Borders: What Is the Influence of Non-State Actors?”

Dr. Trinkunas is nonresident senior fellow in the Latin America Initiative in the Foreign Policy Program at the Brookings Institution. He is also associate director for research and senior research scholar at the Center for International Security and Cooperation of the Freeman Spogli Institute for International Studies at Stanford University.

His expertise includes Latin American politics – particularly foreign policy, governance and security issues. He also assesses the influence of outside power, i.e., China’s presence in the region.

As he told Stanford News in early December, “A growing Chinese economic role in Latin America is a natural outcome of China’s changing role in the global economy… The relationship is not necessarily bad for Latin America or for the United States.”

Dr. Trinkunas, a prolific writer, is the co-author of Aspirational Power: Brazil’s Long Road to Global Influence. He also wrote Crafting Civilian Control of the Military in Venezuela.

According to his Brookings biography, Dr. Trinkunas has “taught around the world on issues related to security and defense as part of the faculty of the Center for Civil-Military Relations at the Naval Postgraduate School. He has been a visiting professor at the Center of International Security and Cooperation at Stanford University and at the Center for Iberian and Latin American Studies at the University of California San Diego.”

He earned a BA and a BS at the University of Pennsylvania in 1991 and a Ph.D in Political Science from Stanford in 1999.
