Western Political Constructs and Middle Eastern Realities
Dr. Roby C. Barrett Scholar, Public Policy Center, Middle East Institute, Washington, D.C.

Dr. Roby C. Barrett is a Scholar and Gulf expert with the Public Policy Center at the Middle East Institute in Washington, D.C., a Senior Fellow with the Joint Special Operations University (JSOU) at US Special Operations Command where has also served as an instructor for applied intelligence. An advisor to Special Operations—U.S. Central Command," he also supports the Office of the Secretary of Defense, the National Defense University, the State Department, and the intelligence community.

His topic for our Council program in McKinney on Monday, April 3 is "Western Political Constructs and Middle Eastern Realities."

In September 2016, while speaking at the National Defense University to senior U.S. and Middle East officials, he argued, "One of the most confounding problems associated with U.S. foreign policy is the requirement for conceptualizations of political structure and stability based on historical political, economic, and socio-cultural realities. To date, the post-World War II Middle East has been viewed largely in terms of western preconceptions of political development—the regional reality requires that this approach be reconsidered.”

Dr. Barrett holds a Ph.D. in Middle Eastern and South Asian History from the University of Texas at Austin. He was an Eisenhower-Roberts fellow of the Eisenhower Institute in Washington DC, a Rotary International Fellow at the University of Munich, and a Scottish Rite Research fellow at Oxford University. A former Foreign Service officer in Yemen, the Gulf, the Levant (the Eastern Mediterranean region) and North Africa, he is a graduate of the Foreign Service Institute’s intensive two-year Arab Language and Middle East Area Studies program as well as the Counterterrorism Tactics and the Special Operations courses. He taught at the Royal Saudi Arabian Command and Staff School—War Course, served as a Senior Fellow on Gulf affairs at the US Air Force Special Operations School, supported the 101st Airborne Division in the US and Iraq, and was a featured participant in numerous Middle East SOF and security conferences.
