In the momentous period between 1988 and 1992, the Cold War ended, Germany was reunified, Eastern Europe was liberated, and free markets and free trade helped create a more peaceful and prosperous world. How did such momentous events take place? In a new book, “To Build a Better World: Choices to End the Cold War and Create a Global Commonwealth,” scholar and diplomat Philip Zelikow and Secretary Condoleezza Rice have documented the series of choices, improvisation and risk-taking that comprise what Zelikow calls “one of the greatest diplomatic accomplishments of our lifetimes.”

Philip Zelikow was a trial and appellate lawyer before his long public service career. He is currently the White Burkett Miller Professor of History at the University of Virginia, where he has also served as dean of the Graduate School and director of the Miller Center. Zelikow served within five administrations of both parties in positions at the White House, State Department, and the Pentagon. He was executive director of the 9/11 Commission and his last full-time government position was as the counselor of the Department of State, a deputy to Secretary Rice.
