Douglas Silliman, U.S. Ambassador to Iraq (2016-2019), believes there is an international diplomatic opportunity in Iraq and Iran if the current cycle of escalation and retaliation can be stopped. But he fears that the January U.S. airstrike that killed Iraqi Shia militia leader Abu Mahdi al-Muhandis along with Iran’s top military commander Qasem Soleimani may destabilize Iraq’s Shia militia’s “command and control structure,” potentially risking an increase in asymmetrical warfare. Silliman provides an expert examination of the risks, rewards and consequences of U.S. strategy.

Ambassador Douglas A. Silliman is president of the Arab Gulf States Institute in Washington. Silliman’s 35-year career in the U.S. State Department includes serving as ambassador to Iraq (2016-2019) and Kuwait (2014-2016). He was a senior advisor in the Bureau of Near Eastern Affairs and the regional officer for the Middle East in the Office of the Coordinator for Counterterrorism. Silliman’s foreign mission experience also encompasses Turkey, Jordan, Pakistan, Tunisia and Lebanon. In 2018, Silliman received the Presidential Distinguished Service Award from President Donald J. Trump. Silliman is a Texan who received his B.A. from Baylor University and his M.A. from George Washington University.
