His Excellency Abdel Kawi Ahmed Mokhtar Khalifa

Cairo was at the very heart of the revolution that brought an end to the 30-year rule of Hosni Mubarak. Now Cairo’s governor, His Excellency Abdel Kawi Ahmed Mokhtar Khalifa, must contend with the massive challenges that arose from the transition of the old regime to a new democratic system. The government formed a new parliament earlier this year with representation from a range of parties and is currently drafting a new constitution. The impending presidential election in the summer will further shape Egypt’s future and mark a huge milestone for the country. All the while, different political entities and the military compete for power, revealing the deep divisions that exist between them and the distrust that many citizens feel towards the government.

The country seems to face an unending string of issues, but nonetheless, the way forward is accompanied by the hope of a better future for Egypt. As both the leader of Cairo and a witness to the many growing pains of Egypt’s development, Khalifa will address the incredible difficulties the Egyptian people must confront and overcome in the formation of their new democracy.

Abdel Kawi Khalifa became the Governor of Cairo in April 2011. Before this appointment, he served as Chairman of the Egyptian Holding Company for Water and Wastewater in the Ministry of Housing for seven years and has over 44 years of experience in the field of water projects management and civil engineering. He received a Masters Degree in Civil Engineering from the Ain Shams University in Cairo, a Masters in Petroleum Engineering from the University of Pittsburgh and a Ph.D. in Civil Engineering from the University of Windsor.
